BACKSTORY
OP’s 18-year-old neighbor has been running a car detailing business from home for the past couple of years.
THE SCALE OF HIS BUSINESS
It started off small. So, it was about 1 car a day, 3-4 times a week. Now it is like 7-8 cars every day.
WHAT SERVICES DOES HE OFFER?
He offers a variety of services, including – simple external wash, washing the seats, steam cleaning, engine cleaning, etc.
WHAT IS THE MAIN ISSUE?
The main issue is the fact that the way he is operating is illegal and breaks environmental protection laws. He washes the cars on the street and lets the dirty water and chemicals go into the main street drains. In the UK, it is illegal to do so.
ACTUAL RULES
Car wash businesses are normally held under strict rules and have to store waste water separately and send it off for treatment due to the chemicals before it can be disposed off.
WHAT IS BOTHERING OP?
OP wasn’t bothered by his business until recently. Currently, they are entering drought conditions and watching him washing cars all day and paying a residential rate as opposed to business water rates, is something that is bothering OP.
OP IS CONFUSED
OP is confused as to whether he should report him for this or not, and asked for other people’s opinions on how to handle this situation.

“If it is going to protect the environment, the community, and other legitimate car detailing businesses in the area, then you know exactly what you have to do.”, said one user.

HE’S WELL AWARE THAT WHAT HE IS DOING IS ILLEGAL
“He’s very well aware that what he’s doing is illegal. There are laws like this all over Europe and virtually all people are aware of them.
It’s basically unthinkable that somebody runs a car-related business for several years without being aware that it’s illegal to buy water for household prices, use it for commercial purposes where it mixes with dirt and chemicals, and then allow it to enter the public sewer system without first passing through any oil separators or chemical filters.”

“Give them a heads up, and if they still insist on doing what they’re doing, then everything that happens afterward is on them, not you.”
